Issues that are highlighted

Constant Allocation Decline: The Agriculture Ministry's budget allocation as a percentage of total Central expenditures fell steadily from 3.53% in 2021–2022 to 2.51% in 2025–2026.

Underutilization of Funds: The Department of Agriculture and Farmers Welfare (DA&FW) actually spent 59.84% of the allocated funds for 2024–2025.

Crop Debris: the lack of established markets for the use of crop residues, such as for the production of biofuel or composting, which could generate additional income for farmers.

Suggestions

Change in Nomenclature: "DA&FW" should be changed to "Department of Agriculture, Farmers & Farm Labourers Welfare" in recognition of the crucial role farm workers play in agriculture.

Incorporate farm workers into the PM-KISAN initiative.

To improve living conditions and reduce wage disparity, establish a National Commission to Establish the Minimum Living Wages for Farm Labourers.

MSP for All Organic Crops was established to incentivize farmers to transition to organic farming.

Crop insurance is free and required for small farmers with up to two hectares of land.

Crop residue management employing a multipronged strategy that incorporates regulatory actions, farmer education, financial incentives, and technological developments.

Additional actions include boosting Krishi Vigyan Kendras, expanding agricultural funding, and establishing effective media and advertising campaigns to support agricultural plans.
