Bihar EOU probes Sanjeev Mukhiya’s alleged links to NEET, teacher and constable exam leaks

The Economic Offences Unit (EOU) of Bihar Police interrogated Sanjeev Mukhiya, a key accused in several high-profile examination paper leak cases, for several hours during his remand and reportedly gathered crucial information about active members of his alleged network and a ‘solver gang’ linked to the 2017 NEET paper leak case.

According to the investigating agency, Mukhiya also admitted to his alleged involvement in the 2023 Constable Recruitment Examination and BPSC TRE-3 paper leak cases.

The EOU is now examining the leads obtained during the interrogation and preparing further action against individuals whose roles emerge during the investigation.

During questioning, investigators focussed on the alleged breach of confidentiality involving the 2017 NEET question paper.

Mukhiya reportedly provided information about other members of the alleged gang who were involved in compromising the system used to transport question papers to examination centres.

The EOU has also obtained information about the alleged solver network, including the identities and locations of some of Mukhiya’s associates.

Investigators are now examining whether individuals involved in the older NEET case had links with networks operating in other competitive examinations.

The agency is expected to question some of the individuals identified during the interrogation as it seeks to establish the broader structure and functioning of the alleged network.

A significant focus of the investigation is Mukhiya’s alleged role in the 2023 Constable Recruitment Examination and BPSC TRE-3 paper leak cases.

The EOU is examining whether the networks involved in these cases were connected to those associated with earlier examination leaks.

Investigators are also attempting to trace the alleged chain through which leaked question papers were distributed and identify people who allegedly helped candidates obtain answers during examinations.

The roles of various suspects are being scrutinised on the basis of information reportedly provided by Mukhiya.

The development comes after the CBI gave Mukhiya a clean chit in July this year in connection with the NEET UG-2024 paper leak case.

A special CBI court subsequently acquitted him in the matter on August 31.

However, the EOU’s investigation into the older 2017 NEET case remains ongoing.

In September, the EOU took Mukhiya, who was lodged in Beur Jail, into custody on remand for questioning.

During the remand period, investigators questioned him for several hours about the 2017 NEET paper leak, the alleged solver network and possible links with other competitive examination paper leak cases.

A case was registered against Mukhiya, a resident of Shahpur Balwa under Nagarnausa police station in Nalanda district, at Patna’s Patrakar Nagar police station on July 7, 2017.

He was booked under charges related to fraud, forgery and violations of the Information Technology Act.

As many as 11 people, including Mukhiya and his son Dr Shiv Kumar, were arrested in connection with the case.

The investigation into the old NEET case was handed over to the EOU on June 19, 2025.

The agency is now examining the information obtained during Mukhiya’s interrogation and verifying the alleged roles of individuals named by him.

Investigators are also looking into possible links between the 2017 case and subsequent paper leak incidents involving Constable and teacher recruitment examinations.

Further legal action will depend on the evidence gathered and the verification of the allegations during the ongoing investigation.
