Tamil Nadu Chief Minister escalates showdown over proposed seat redraw, calls move an assault on Tamil rights and federalism.

Tamil Nadu Chief Minister MK Stalin on April 16 dramatically escalated his protest against the Centre’s proposed delimitation exercise, burning a copy of the bill and hoisting a black flag to formally launch a statewide agitation.
The protest comes ahead of a special three-day Parliament session beginning April 16, where the government is expected to introduce three key bills that could significantly reshape India’s electoral representation framework.

Dressed in black, Stalin raised the black flag as a symbol of resistance against The Constitution (One Hundred and Thirty-First Amendment) Bill, 2026, which seeks to enable a delimitation exercise altering the size and composition of state legislative assemblies and the Lok Sabha. He also set ablaze a copy of what he termed a “black law”.
In a post on X, Stalin called for mass resistance across Tamil Nadu and launched a sharp attack on the BJP-led Centre.
“May the resistance spread across Tamil Nadu! May the arrogance of the fascist BJP collapse,” he wrote.
Drawing parallels with Tamil Nadu’s historic anti-Hindi agitations, Stalin said previous resistance movements had forced Delhi to retreat and asserted that a similar mobilization would challenge the current proposal. He alleged that the bill would “turn Tamils into refugees in their own land”.
The delimitation controversy has intensified amid concerns over a population-based revision of constituencies linked to the 2011 Census. Tensions have risen further after the Centre cleared draft amendment bills to operationalize the Nari Shakti Vandan Adhiniyam, 2023.
Opposition parties have also questioned the urgency of convening a special Parliament session during the election season.
Stalin urged people across Tamil Nadu to hoist black flags atop their homes as a sign of defiance. Black flags were also seen at the residence of Tamil Nadu Minister Anbil Mahesh Poyyamozhi in Thennur, Tiruchirappalli, as the campaign gathered momentum.
Mahesh had earlier alleged that the government plans to increase Lok Sabha seats to 850, warning that such a move could weaken the rights of several states. He claimed states like Uttar Pradesh could witness a sharp rise in representation, while opposition parties had not been shown the draft report.
He argued that any move affecting federalism should be debated collectively and accused the Centre of fuelling confrontation instead of consulting states.
He also questioned the timing of the exercise, noting that political parties are currently engaged in election campaigns in West Bengal and Tamil Nadu, and suggested the move may be politically motivated.
The government has proposed raising the Lok Sabha strength from 543 to 850 seats, including 815 seats for states and 35 for Union Territories. It is also planning to implement women’s reservation ahead of the 2029 General Elections by amending the 2023 Act and delinking delimitation from the 2027 Census through a constitutional amendment.
Meanwhile, Parliament has been convened for a special sitting from April 16 to April 18 to take up crucial legislative business, including matters linked to the proposed electoral changes.
