Nitish Kumar unveils 35% job quota for Bihar women, launches youth commission in poll pitch

In a bold electoral gambit ahead of the Assembly polls, Bihar Chief Minister Nitish Kumar on July 8 announced a 35% reservation for women in all categories of state government jobs, underscoring his administration’s focus on women empowerment and youth upliftment.

The decision, taken during a cabinet meeting in Patna, mandates that over a third of all posts — across every department and designation — be reserved for women who are permanent residents of Bihar. Kumar framed the move as a decisive step to increase female participation in governance and public administration.

“Thirty-five percent of all direct recruitment in every state government job — across categories, levels, and departments — will now be reserved for women who are original residents of Bihar,” the Chief Minister declared. Taking to social media platform X, he added, “This is part of our effort to strengthen women’s role in governance and make the administration more inclusive.”

The announcement comes as part of a broader strategy by the ruling NDA to consolidate support among women and younger voters — key demographics in the upcoming election.

Bihar Youth Commission: Grooming the next generation

In another significant move, the Nitish Kumar-led cabinet also gave its nod to the formation of the Bihar Youth Commission, a new statutory body aimed at enhancing education, employability, and representation for the state’s youth.

“The Commission will empower the youth, ensure they receive better training, and advise the government on all matters related to their welfare,” Kumar said, adding that the body will also focus on promoting skill development and entrepreneurship.

Comprising a chairperson, two vice-chairpersons, and seven members — all under 45 years of age—the Commission will work across departments to prioritize local youth in both public and private sector opportunities. It will also represent the interests of Bihari students and workers employed outside the state.

Additionally, the Commission will be tasked with designing campaigns to combat drug and alcohol abuse—issues that continue to plague parts of rural and urban Bihar.

Strategic timing

Observers see the twin announcements as part of Nitish Kumar’s calibrated attempt to reclaim his image as a social reformer and governance-focused leader. With the elections nearing, the initiatives may resonate with constituencies that have long demanded better representation and economic opportunities.

The state government said the combined aim is to create a more self-reliant, skilled, and secure generation, while expanding the space for women in Bihar’s economic and political framework.
