The National Democratic Alliance on October 30 rolled out its ambitious manifesto for the 2025 Bihar Assembly elections, pledging a wave of employment, empowerment, and infrastructure growth.

Unveiled in Patna by BJP president JP Nadda and Chief Minister Nitish Kumar, the NDA’s Sankalp Patra promises to create one crore government jobs, a move aimed at reversing Bihar’s chronic labour migration.
Alongside, the alliance vowed to transform one crore women into “Lakhpati Didis” through financial aid, entrepreneurship drives, and the Chief Minister’s Women Employment Scheme offering up to ₹2 lakh in assistance.

The manifesto launched less than a week before Phase 1 polling reflects a blend of economic ambition and social upliftment, with promises cutting across youth, women, farmers, and industry.
The NDA’s centrepiece promise targets mass employment through a skill census and new mega skilling centres in every district, positioning Bihar as a “global skilling hub.” Sports infrastructure also features prominently, with Centres of Excellence planned across divisions and a Bihar Sports City to nurture athletes.
Women stand at the heart of the manifesto’s social agenda. Beyond the Lakhpati Didi mission, the NDA promised to elevate women entrepreneurs under Mission Crorepati, aiming to create a new class of self-made women millionaires across the state.
The alliance laid out a blueprint for modern connectivity — seven expressways, four new international airports (Patna, Darbhanga, Purnia, Bhagalpur), metro systems in four cities, and 10 new industrial parks per district. A semiconductor park, defence corridor, and world-class medicity are among its flagship industrial and healthcare pledges.
To support farmers, the NDA pledged MSP guarantees on all crops and an increased Karpuri Thakur Kisan Samman Nidhi payout to ₹9,000 per year. The manifesto also promised a ₹1 lakh crore investment in agricultural infrastructure.
In education, the alliance promised an Education City, global university campuses, and free education from KG to PG for underprivileged students, along with breakfast and midday meals in schools.
For Scheduled Castes and EBC students, financial aid and new residential schools are planned, with up to ₹10 lakh assistance for higher studies.
Bihar’s spiritual heritage also found a place in the NDA’s vision — with plans to develop Sitapuram (the birthplace of Goddess Sita) into a world-class spiritual city, alongside new Ramayana, Jain, Buddhist, and Ganga tourism circuits.
As JP Nadda declared at the launch, the NDA’s Bihar vision “combines growth with dignity, opportunity with empowerment.” With Nitish Kumar by his side, the message was clear — the alliance aims not just to win votes, but to rewrite Bihar’s development story.
