Both Lok Sabha and Rajya Sabha were disrupted by opposition protests, primarily centred on the Special Intensive Revision (SIR) of voter rolls in Bihar, leading to adjournments in both Houses.
In Lok Sabha, proceedings began with disruptions by opposition MPs, forcing repeated adjournments, first until 12 pm, then until 2 pm.
After resuming briefly, the House adjourned for the day, regrouping for July 23 at 11 am. Meanwhile, Rajya Sabha also faced interruptions and adjourned in the morning; it later reconvened under Deputy Chairman Harivansh Narayan Singh before again adjourning.
A major development was the resignation of Vice President and Rajya Sabha Chairman Jagdeep Dhankhar on July 21, citing health reasons.
His resignation drew immediate reactions across party lines. Prime Minister Narendra Modi and others wished him well. Opposition leaders questioned whether health was the sole reason. With his exit, Harivansh Narayan Singh began chairing proceedings in the Upper House.
The session continues to focus on several pressing issues: heated demands for a discussion on Bihar’s electoral roll revision, the Ahmedabad Air India crash probe, the Pahalgam terror attack, and Operation Sindoor.
Legislation in the pipeline includes 7–8 key bills such as the Income-Tax Amendment Bill, the National Sports Governance Bill, and the Geo-heritage Sites Bill.
Parliamentary Affairs Minister Kiren Rijiju stated that the government is prepared to debate issues like the Pahalgam attack and Operation Sindoor if the House remains functional.
The monsoon session, originally scheduled to run through August 21 with 21 sittings across 32 days, has already faced significant disruption and remains tense as opposition parties press for more accountability and debate time.
