Indian firm Ideal Detonators exported $1.4 million of explosive HMX to Russia in December despite US sanctions warnings; shipments went to Russian military-linked firms Promsintez and High Technology Initiation Systems.

In December 2024, Ideal Detonators Private Limited, based in Telangana, exported approximately $1.4 million worth of HMX (octogen)—a high-energy explosive with military applications—to Russia, according to Indian customs data reviewed by Reuters.
HMX is known for its use in missile and torpedo warheads, rocket motors, and advanced munitions.

The shipments were received by two Russian firms: Promeintez, linked to the Russian military and previously targeted in a Ukrainian drone strike, and High Technology Initiation Systems, both based in the Samara region and unloading the consignment in St. Petersburg.
Despite repeated warnings by the US State Department and Treasury about sanctions on entities supporting Russia's defense industry, the export proceeded without apparent regulatory hindrance.
The US has flagged HMX as “critical for Russia’s war effort,” cautioning against financial institutions engaging with such shipments.
India maintains that it exports dual-use items under strict non‑proliferation norms and that the HMX compound also has limited civilian applications, aligning with international obligations. No immediate violation of Indian policy has been identified.
Although the Biden administration imposed limited sanctions on Indian entities for their involvement with Russia, the pace of sanctions enforcement has notably slowed in the Trump era, leaving it unclear whether Ideal Detonators will face penalties.
Ukrainian adviser Vladyslav Vlasiuk confirmed Promsintez's involvement with Indian export partners and said Ukraine has been monitoring potential sanction circumvention.
This shipment highlights India’s ongoing geopolitical balancing act, maintaining strategic trade with Russia—including vital oil imports—while deepening ties with the US without triggering punitive measures.
