Authorities in Madhya Pradesh have flagged the sale of prescription-only codeine syrups at inflated prices, with reports pointing to diversion from legal supply chains and misuse as an intoxicant.

Codeine-based cough syrups, classified as prescription drugs, are being illegally sold for as much as ₹1,000 per bottle in parts of Madhya Pradesh, raising concerns over diversion and misuse.
According to officials, these syrups fall under regulated substances due to the presence of codeine, an opioid derivative. Under existing drug control rules, they can only be sold on a valid doctor’s prescription and must be recorded in pharmacy registers.

However, enforcement agencies have found instances where these medicines are being sold without prescriptions through unauthorised channels.
Reports suggest that the syrups are being sourced from licensed stocks and diverted into the black market, where demand has driven prices far beyond their standard retail rates.
Authorities indicated that the issue has been observed in multiple districts, with certain medical stores and intermediaries coming under scrutiny.
Inspections are being carried out to verify stock records and identify discrepancies between procurement and sales data.
Officials said that violations of drug control norms can attract action under the Drugs and Cosmetics Act, including cancellation of licences and legal proceedings against those involved in illegal sale or distribution.
The demand for such syrups is believed to be linked to their misuse as recreational substances, particularly among younger users. Law enforcement agencies are now coordinating with drug control departments to track supply routes and prevent further diversion.
