The platform features over 10,000 high-performing candidates from major UPSC exams, offering verified access to their profiles for government departments and private sector employers seeking qualified talent.
The Union Public Service Commission (UPSC) has launched "Pratibha Setu," formerly known as the Public Disclosure Scheme, to connect high-performing candidates who cleared all stages of UPSC examinations but did not make it to the final merit list with potential employers in both government and private sectors.
The initiative includes more than 10,000 such candidates from exams like Civil Services, Engineering Services, Forest Services, CAPF, Medical Services, Geo-Scientist, and IES/ISS.
These individuals successfully cleared all examination stages but were not recommended for final selection.
Employers from central government departments and private companies can register on the portal.
After verification, they are provided access to the soft biodata of candidates, which includes qualifications and contact details.
UPSC will issue login credentials for employers to access this data and carry out recruitment as needed.
Earlier introduced in 2018 as the Public Disclosure Scheme, the platform has now been renamed "Pratibha Setu" to reflect its expanded scope and objective.
The scheme offers a second career opportunity to candidates who narrowly missed selection.
UPSC said that these candidates are “almost as meritorious as the recommended candidates,” making the platform a meaningful link between qualified talent and potential employers.
"Pratibha Setu" covers non-recommended but willing candidates from the following UPSC examinations: Civil Services (CSE), Indian Forest Service (IFoS), Central Armed Police Forces (CAPF), Engineering Services (IES), Combined Geo-Scientist, Combined Defence Services (CDS), Indian Economic Service/Indian Statistical Service (IES/ISS), and Combined Medical Services.
By offering a structured and transparent recruitment route, the scheme ensures that top-performing candidates are not overlooked despite missing final selection, while also helping employers access a proven talent pool.
