Education Ministry releases new SMC guidelines to strengthen school governance

The Ministry of Education has issued the School Management Committee (SMC) Guidelines for March 2026, outlining a revised framework aimed at strengthening collaboration between schools and local communities.

The updated norms focus on increasing accountability, improving school governance, and ensuring the wider participation of parents and stakeholders in the education system.

Under the new guidelines, schools must constitute SMCs within one month of the start of the academic session. The ministry said that these committees should function in a democratic, transparent, and inclusive manner to support effective decision-making at the school level.

Meetings of the SMCs will now be mandatory at least once every month, with a minimum quorum of 50% required for proceedings.

Schools have also been advised to create dedicated sub-committees, including academic and school building committees, to address specific developmental priorities.

School development plan to guide growth

One of the major provisions in the guidelines is the introduction of a three-year School Development Plan (SDP), which will be reviewed and updated annually.

The ministry said the plan is intended to help schools identify long-term goals and monitor progress systematically.

SMCs have additionally been tasked with mobilizing resources by involving parents, alumni, volunteers, and local organizations, including support through Corporate Social Responsibility (CSR) initiatives.

The guidelines also direct committees to monitor the implementation of key government programs such as Samagra Shiksha, PM POSHAN, ULLAS, and PM SHRI.

Oversight of hostel management and student welfare activities has also been included within the responsibilities of the committees.

Focus on community participation

Aligned with the National Education Policy (NEP) 2020, the revised framework seeks to strengthen community ownership in schools and improve learning outcomes from Balvatika to Grade 12.

It also emphasizes regular monitoring of student attendance, teacher participation, and academic performance.

The composition of SMCs has been standardized, with representation from parents, teachers, local authorities, and education experts. Depending on student enrollment, committees will consist of 12 to 25 members.

Officials said the revised framework is expected to improve transparency in school administration while ensuring that student welfare remains central to all decisions.

The ministry added that the move could encourage stronger grassroots participation and make school governance more inclusive and effective nationwide.
