Rajasthan govt proposes new staffing pattern for govt schools

The Rajasthan government has taken a major step toward restructuring its education department by initiating the process to implement a new staffing pattern across government schools.

A detailed proposal outlining the creation and abolition of posts has been submitted to the director of secondary education and the additional state project director of Samagra Shiksha Abhiyan.

Dated March 13, the document was officially released by the department on June 6.

Officials confirmed that thorough discussions will now take place to evaluate the proposed changes and ensure teachers are deployed according to the actual requirements of each school.

The last staffing revision in the state took place in 2015, making this a long-pending exercise that teachers’ associations have repeatedly demanded.

The proposal introduces fixed sections for different types of schools, taking into account student enrollment, subject availability at the senior secondary level, and school category—whether primary, upper primary, or senior secondary.

One of the key highlights of the new staffing plan is its focus on inclusive education. It recommends appointing one Grade 3 special education teacher in every Panchayat Elementary Education Officer (PEEO) area.

With nearly 15,000 PEEO areas in Rajasthan, this provision is expected to significantly improve access to special education.

Additionally, a Grade-2 special education lecturer is proposed for each gram panchayat with a population of 10,000.

"A detailed proposal of the new staffing pattern was shared, based on which discussions will be conducted now on whether posts of teachers are to be increased or decreased. The final implementation will be done after reviewing the proposal with all stakeholders," said a senior official from the education department.

Vipin Prakash Sharma, state president of the Rajasthan Primary and Secondary Teachers' Association, said that after 2015, a new staffing pattern will come in 2025.

"After a long demand and wait of 10 years, this staffing pattern has been proposed. It appears that there is a possibility of increasing about 38,000 more posts. The new staffing pattern will provide opportunities for direct recruitment and promotion," said Sharma.
