Rambhau Mhalgi Prabodhini (RMP) and Chandragupt Institute of Management Patna (CIMP) teamed up. They worked with SGT University and Public Policy Research Centre (PPRC) for a seminar. The event, called “Bihar Leads the Rising East”, was held on June 10, 2025, at CIMP in Patna.
It brought together policymakers, academics, industry leaders, and thought leaders. They discussed Bihar's transformation and its role in India's future.

From "BIMARU" to "BEHATREEN"
Dr. Vinay Sahasrabuddhe, former Rajya Sabha member and RMP's Vice Chairman, spoke. He talked about Bihar's change from the 'BIMARU' status to a ‘BEHATREEN’ (excellent) state. He highlighted Bihar's move towards better governance and growth.
Ground Realities and Data-Driven Progress
Shri Samrat Choudhary, Bihar's Deputy Chief Minister and Finance Minister, presented data. He showed Bihar's progress in healthcare, infrastructure, women's empowerment, and fisheries. He said Bihar's growth is real and important for India's self-reliance.
Shri Nitish Mishra, Industry Minister of Bihar, talked about industrial growth and entrepreneurship. He mentioned over 1,600 startups and the IMC in Gayajee boosting jobs. He said Bihar is ready to lead India's industrial revolution.
A National Perspective
BVR Subrahmanyam, NITI Aayog's CEO, looked at Bihar's development from a national view. He said India has made big progress, but Bihar's growth is key for balance. He emphasized the need for education, skill development, and infrastructure to reach Bihar's potential.
A Call for Collaboration and Narrative Change
Shri Vijay Kumar Sinha, Bihar's Deputy Chief Minister, said Bihar's 'backward state' label is outdated. He urged for collective collaboration to make Bihar a national leader in growth and governance.
Hon’ble Governor of Bihar, Shri Arif Mohammad Khan, shared stories of transformation. He talked about road and health sector improvements. He urged to change Bihar's narrative from deficits to pride and progress.
Broader Participation and Closing Remarks
The seminar brought together many important voices. Shri Ashok Choudhary, Minister of Rural Work Department, shared his insights. Shri Anand Shekhar, Additional Mission Director at NITI Aayog, also spoke. Shri Harivansh Narayan Singh, Deputy Chairman of the Rajya Sabha, was there too.
Intellectuals like Dr. Guru Prakash Paswan of Patna University and Shri Sunil Kumar, Professor of Practice at CIMP, added to the discussion.
The event ended with a vote of thanks by Shri Kumud Kumar, Chief Administrative Officer at CIMP. It marked the end of a day filled with new ideas and a renewed sense of purpose for Bihar.
Bihar Rising: A Vision in Motion
The seminar showed that Bihar is not waiting for the future—it is actively shaping it. With data-backed policies and a rise in entrepreneurship, the state is becoming a key player in Eastern India.
As India looks eastward for growth, Bihar is stepping up. It's not just a participant but a leader of the Rising East.
