The Ministry of Environment, Forest and Climate Change (MoEFCC) has launched a significant reform with the Environment Audit Rules, 2025
Environmental Audit refers to a structured assessment, validation, review, inspection, or analysis of any initiative, action, or procedure that impacts the environment.
This initiative seeks to address the manpower and infrastructure shortfalls encountered by regulatory agencies.
To promote increased transparency, accountability, and reliability in the compliance monitoring process, enhancing trust among stakeholders and supporting sustainable environmental governance.
Key Aspects of Environmental Audit Regulations, 2025
According to the new regulations, private organizations can obtain accreditation as auditors.
Auditors must be Certified and Registered by the Environment Audit Designate Agency (EADA) designated by MoEFCC.
EADA handles the certification and registration of EAs, oversees their performance, implements disciplinary measures, promotes capacity building, and manages online registration.
The certification of Environmental Auditors will rely on an evaluation of their qualifications and experience or through the administration of an examination.
Registered Environment Auditors (REAs): Tasked with assessing compliance and conducting activities such as sampling, analysis, compensation calculations, verification in accordance with Green Credit Rules, audits under waste management regulations, and various other environmental and forestry laws.
Essential Regulatory Participants according to the Regulations:
Certified Environmental Auditor: Persons who become certified through either Recognition of Prior Learning (RPL) or the National Certification Examination (NCE).
Registered Environment Auditor: Individuals with certification who are officially authorized to conduct audits.
Environment Audit Designated Agency (EADA): The organization accountable for the certification, registration, supervision, and training of auditors.
The Ministry of Environment, Forest and Climate Change will manage the implementation of the Rules and periodically release required guidelines.
CPCB/SPCB/ROs: To persist in their current function of inspection and verification as needed, and to support MoEFCC in monitoring the enforcement of the Rules.
Oversight Mechanism: A Steering Committee, chaired by an Additional Secretary from MoEFCC, together with representatives from pertinent divisions and regulatory agencies, tracks progress, tackles implementation issues, and proposes reforms.
